This is the second in the series of the 3 anthropomorphized Legendary Dragon girls, of Pokemon fame. 
Not much use reference for this piece either, just like the previous piece Dialga girl. Also, this is a part of a bigger picture, more to come later.

I think palkia is a girl, and the others are male and fight over her. I the end, dialga gets the girl.
